I think hacking cogs was very limited until standards for counting were developed and LuNaTiK came out with his parser. Before that for a lot of people, hacking cogs wasn't much more than editing values or changing things(At least I think).
I think I'm going to make most of my cogs public once I am satisfied I've coded them as well as possible, and after I clean them up a bit.
