Yep it's just basically a tool with one other small feature. When running a JK server you can run a smaller program provided with Qtracker that will poll the server(s) running and show them in a serverlist which can then be used by Qtracker to show the servers in the program (basically how you'd browse dedicated servers in Qtracker like Half Life or CS for example) and can generate HTML content to be put online with server stats.

Qtracker isn't exactly "new". It has been around, and supporting JK/MotS since 1999 or so. People used to use Qtracker and ReconDroid in combination with the jediBoard.
Well the Qtracker system for generating HTML for a site is kinda stinky so I never set that up, but JKSERVER made a status/info tool that uploads the info to the site. You can find more info about it in a recent news post I made.
